I did have to turn it off during Vista/when i only had 1GB of RAM because it was awfully slow. It also survives unmounts (sometimes, drives added to the Spotlight Privacy pane, are lost when they're unmounted). To turn off indexing on a drive, go ahead and open My Computer or Computer and right-click on your local drive (C, D, etc) and choose Properties.
